If you are in the beginning of the game and are at level 2, you will only see Tier 1 Champions. As you level up further, you will start to see higher tiered champions.

There’s a shared champion pool to buy from in Teamfight Tactics. What this signifies is that if somebody else purchased a champion which you want to buy isn’t always available.

Additionally, there are probabilities applied to each level. For example, you wouldn’t find any Miss Fortunes, a 5-cost winner, at the first levels.
